Add lesson about console applications with command line

Lesson should include task stubs, tests, and tutorial chapter. Probably it should have number 9, later we will discuss should we remove current lesson 7 or leave it as optional.

Not quite sure this lesson is a good idea in the Kotlin OOP course. May be it's better to extend lesson 7 (input-output) in some way.
