The Android full variant has been failing on most runs since 2026-10-26, on main too: PushupsTest a02 to a04 time out, and every push sent before a06 arrives in one burst about four minutes later, when a06 starts an Activity. am instrument force-stops the package before it starts the tests, and FCM holds pushes to a force-stopped package until it is started again.

PushupsTest now sends an ordered broadcast to a new no-op UnstoppedReceiver before its first push. Delivering to a manifest receiver clears the stopped state without creating an Activity, so a02 still sends the first push to a process that never had one. The setup then checks dumpsys package for stopped=false and fails with the package state if it is still stopped.
