#1293's banner records that the documented remedy landed at 937e83da,
naming docs/LEDGER-GATE.md as the file that carries it. Three lines
under that banner, the body still asserted in the present tense that the
requirement was NOT YET MET, and that the word appeared in none of
docs/LEDGER-GATE.md, docs/WORKTREES.md or CLAUDE.md.

Both body claims were true when written on 2026-08-23 and both became
false when PR 568 landed. A reader of the row got opposite answers from
the banner and the body.

THE BANNER IS ACCURATE AND IS DELIBERATELY UNTOUCHED. It names one file
specifically -- docs/LEDGER-GATE.md -- and does not claim all three.
Reading it as overstated would send a fixer to weaken a correct line,
which would make the row worse while looking like a repair.

Measured on origin/main, controls firing on all three files:

One documented file of three. The body now says so, and points at the
banner for which one.

The 2026-08-23 measurement is PRESERVED rather than deleted, re-dated to
"BEFORE 937e83da landed" and shifted to past tense. It is the state the
owner's ruling was answering, so it is evidence rather than an error.

Left EXPLICITLY UNSETTLED: whether the other two files also need the
doctrine. One file of three is a fact; whether that satisfies the ruling
is the owner's call, and a prose fix is not the place to decide it.

Authored by the Dispatcher seat, who owns the row and closed it on 568.
Verified and landed by the Lander seat.

PR 568 landed the recreation doctrine into docs/LEDGER-GATE.md at
937e83d. The row's banner records that correctly. Its body, written
before the fix, still reads "THAT REQUIREMENT IS NOT YET MET" and
"the word appears in none of docs/LEDGER-GATE.md, docs/WORKTREES.md or
CLAUDE.md", so a reader gets opposite answers from one item.

Re-measured on origin/main with positive controls firing on all three
files: LEDGER-GATE.md 3, WORKTREES.md 0, CLAUDE.md 0.

The banner is NOT overstated and is left alone. It names LEDGER-GATE.md
specifically rather than claiming all three, and the word is there. Only
the body is stale. A report reaching me described the banner as
overstating, which would have sent someone to weaken an accurate line.

The pre-fix measurement is kept rather than deleted, marked as the state
the ruling was answering. Whether the other two files need the doctrine
is left explicitly unsettled -- one file of three is a fact, and whether
that satisfies the ruling is the owner's call, not this edit's.

Verified: 363 rows before and after, 253 open before and after, zero
status changes, zero occurrences of the stale claim remaining.
