Adds one release-process line to the existing release workflow, so the new end-user agent skill (
skills/projex/SKILL.md, from #40) gets diffed against the current CLI surface on every release.Where and why
.opencode/agents/release-manager.mdis the repo's real release-process location — it encodes the bump → changelog → doc-verification → tests → tag workflow and is the doc AGENTS.md points to for@release-managerduties.
