Fixes #20503

Description

Qwen3-Coder tool calls with no parameters were emitting an empty function.arguments string in the streaming path. When a client appended that assistant message to the conversation history, the next request was rejected with tool_calls[i].function.arguments must be valid JSON.

This change makes completed Qwen3-Coder calls with no parameters emit exactly {} as their arguments. Calls with parameters retain their existing incremental JSON behavior. The request validation path also normalizes empty or whitespace-only function.arguments strings to {} before JSON validation, while continuing to reject non-empty invalid JSON and valid non-object JSON values such as [] and "{}".

Regression tests cover non-streaming no-parameter calls, token-by-token streaming calls, parameterized calls, parallel calls where the second call has no parameters, and incoming request validation.

The original 2x DGX Spark / Nemotron 3.5 Super VL NVFP4 setup was not reproduced. Verification was limited to CPU-oriented checks on macOS.

Test Coverage

The following checks passed:

  • python3 -m py_compile for all changed Python files
  • git diff --check
  • Targeted pre-commit hooks for all changed files
  • Repository formatting and linting hooks from pre-commit run --all-files

The type-check hook could not run because the local environment does not have the cuda Python module or mypy installed. The relevant pytest commands were attempted but could not collect tests because the repository imports the unavailable cuda Python module during test collection:

PYTHONPATH=. TLLM_DISABLE_MPI=1 pytest -q tests/unittest/llmapi/apps/test_tool_parsers.py

PYTHONPATH=. TLLM_DISABLE_MPI=1 pytest -q tests/unittest/llmapi/apps/test_chat_utils.py -k 'tool_call_(accepts_empty_object_arguments|rejects_non_object_json_arguments|invalid_json_arguments)'

Both commands stopped during collection with ModuleNotFoundError: No module named 'cuda'.

Dev Engineer Review

The Qwen3-Coder parser now emits {} for completed calls without arguments and preserves split tool-call prefixes during streaming. Request validation normalizes empty or whitespace-only arguments to {} while still rejecting invalid and non-object JSON. The change has focused scope and no public API changes.

QA Engineer Review

Tests cover empty, streaming, parameterized, parallel, and split-prefix Qwen3-Coder calls, plus argument normalization and validation errors. Both test files are listed in tests/integration/test_lists/test-db/l0_cpu.yml; no manual-QA entry was found. Pytest collection was blocked by unavailable cuda, so coverage verdict: needs follow-up.

Per-File QA Perspective

  • tensorrt_llm/serve/chat_utils.py: Verify empty-argument normalization and rejection of invalid or non-object JSON.
  • tensorrt_llm/serve/tool_parser/qwen3_coder_parser.py: Verify empty, split-prefix, parameterized, and parallel streaming calls.
  • tests/unittest/llmapi/apps/test_chat_utils.py: Covers argument normalization and validation errors. Listed in the CPU test database.
  • tests/unittest/llmapi/apps/test_tool_parsers.py: Covers Qwen3-Coder streaming and non-streaming regressions. Listed in the CPU test database.

Walkthrough

Blank tool-call arguments are normalized to empty objects. Qwen3Coder retains partial tool-call start tokens and limits parameter parsing to the current call. Parameterless calls emit {} during one-shot parsing and streaming.

Changes

Tool-call argument handling

Layer / File(s) Summary
Normalize blank arguments
tensorrt_llm/serve/chat_utils.py, tests/unittest/llmapi/apps/test_chat_utils.py
Blank and whitespace-only argument strings now produce empty objects. Tests also check that a JSON string containing "{}" is rejected as a non-object value.
Preserve Qwen3Coder stream boundaries
tensorrt_llm/serve/tool_parser/qwen3_coder_parser.py
The parser retains a trailing partial <tool_call> start token and parses parameters only up to </tool_call>.
Emit empty Qwen3Coder arguments
tensorrt_llm/serve/tool_parser/qwen3_coder_parser.py, tests/unittest/llmapi/apps/test_tool_parsers.py
When a call has no streamed parameters, Qwen3Coder emits and accumulates {}. Tests cover one-shot parsing, streaming, and adjacent calls with separate arguments.

Explanation

Issue #20503 requires valid arguments for no-parameter Qwen3-Coder calls or request-side normalization. The parser now emits {} for completed calls without streamed arguments. Request validation now normalizes empty and whitespace-only arguments to {}. The changes retain JSON-object validation for invalid JSON and non-object JSON. Added tests cover streaming, parameterized, parallel, and request-validation cases.

Limit parameter parsing to the current tool call.

If one increment contains a parameterless call followed by a call with <parameter=location>NYC</parameter>, _parse_and_stream_parameters reads both calls from self._buf. It assigns location to the first call, so that call never reaches the new "{}" branch. Parse only through the first </tool_call> before processing the next call. Add a regression case with both calls in one increment and the parameterless call first.

Test normal text before a partial <tool_call> token.

The added Qwen3-Coder streaming tests start with <tool_call>, so they do not exercise the new partial-token branch. Add a regression test that sends "Hello <tool_cal" first, asserts that increment emits "Hello ", then sends the remaining call and asserts that the call completes without losing or duplicating the prefix.

Thanks for working on #20503, @dcaayushd. #20422 has now merged and includes the parser fixes here: split-marker preservation, per-call boundary handling and {} for completed calls without parameters.

The remaining production change is compatibility with existing conversation histories: chat_utils.py:341 still rejects empty or whitespace-only argument strings on the normal validation path.

Please update this PR along these lines:

  1. Rebase onto current main and retain its parser implementation when resolving the conflicts. Its boundary handling also preserves literal closing tags inside argument values.
  2. Keep the incoming blank-argument normalization and its tests. Preserve the existing rejection tests for nonempty invalid JSON and non-object JSON values such as [] and "{}".
  3. Keep the useful parser regression where an empty call comes before a parameterized call in the same increment. This complements main's parameterized-then-empty coverage; the optional-only run_tests(pattern?: string) schema from [Bug]: Nemotron 3.5 Super VL NVFP4 with --tool_parser qwen3_coder emits arguments "" (not "{}") for no-argument tools; echoing the call back in history then fails with HTTP 400 "arguments must be valid JSON" #20503 would make it match the report closely.
  4. Update the title/description to the remaining history-compatibility scope, then run tests/unittest/llmapi/apps/test_chat_utils.py and tests/unittest/llmapi/apps/test_tool_parsers.py in a supported TensorRT-LLM environment or CPU CI. Both modules are already in the CPU test list.

All five parser tests added here pass against the merged parser in a focused source-based harness. That verifies the overlap; the full pytest suites still need to run on the updated branch.
