[TRTLLM-17337][infra] Run post-merge perf-sanity every 2, 4 or 8 builds; skip it in PR --post-merge runs - #21010
Add POST_MERGE_STAGE_BUILD_INTERVALS to jenkins/L0_Test.groovy. A stage
that matches one of its patterns runs on every N-th official post-merge
build instead of on every build. L0_MergeRequest.groovy passes the
post-merge pipeline's BUILD_NUMBER to every L0_Test job, so all of them
pick the same stages: split k runs on the builds whose
BUILD_NUMBER % N == (k - 1) % N. Stages named with --stage-list or
--extra-stage, and every pipeline other than the official post-merge
one, are not throttled.
Run the multi-node disaggregated perf-sanity stages (disagg e2e and
gen_only tests) every 2 builds. The ctx_only, gen_only_no_context,
aggregated, VisualGen and module-level perf tests still run on every
build.

Walkthrough
The change adds interval-based filtering for post-merge stages and rules for selecting perf-sanity stages on bot runs. It updates perf-sanity stage and test-list configurations. Test-database tooling now indexes and writes YAML contexts that can share a file.
Changes
Post-merge CI scheduling and test lists
Layer / File(s)
Summary
Index and write test-database contexts jenkins/scripts/cbts/cbts/blocks.py, jenkins/scripts/cbts/cbts/coverage/tier.py, scripts/test_to_stage_mapping.py, tests/unittest/scripts/cbts/test_blocks.py
CBTS indexes list-valued YAML contexts and writes narrowed databases by context. Stage mappings use context names. Unit tests cover loading, waiver matching, and narrowed output.
L0_MergeRequest passes the official build number and sets the perf-sanity skip filter for qualifying bot runs. The multi-GPU related-file list is updated.
Validate and filter selected stages jenkins/L0_Test.groovy
L0_Test validates interval definitions, filters stages by build interval, and excludes non-explicit perf-sanity stages when the skip flag is set.
Update perf-sanity stages and test lists jenkins/L0_Test.groovy, tests/integration/test_lists/test-db/*
L0_Test adds GLM-5 stages and separates GB300 gen-only and E2E stages. Test lists are reorganized; several former list files are removed.
Document scheduling and test-list rules docs/source/developer-guide/ci-overview.md, tests/integration/defs/perf/README_test_perf_sanity.md, .github/workflows/bot-command.yml
The documentation and bot help describe test-list contexts, post-merge intervals, and perf-sanity stage selection.

Explanation
The title names the two main changes: post-merge perf-sanity stages now run every 2, 4, or 8 builds, and PR /bot run --post-merge runs skip them. Both match the changeset and the PR objectives. It follows the repository template with the ticket ID and the [infra] type. It is 104 characters long, which is longer than ideal, but it stays specific and readable.

Full details: Description check
Explanation
The description states the change clearly: post-merge perf-sanity tests now run every 8, 4, or 2 post-merge builds instead of every build. It gives a per-interval table, a GPU-hour before/after table, and the full list of the 24 cases on the 8-build cycle and the 4 cases on the 4-build cycle. It does not fill in the template's Description, Test Coverage, or PR Checklist sections in the template's form. The Description section is absent as a heading, and the Test Coverage section is missing. The author's objectives report local harness checks and CBTS unit test results, but the description does not record them. The description also does not mention the PR title format, the API label checklist, or the documentation update, although the ci-overview and perf README docs changed. The remaining template items are checklist items and are not needed to decide the check.
Resolution
Add a Test Coverage section that lists the tests that protect the change. Include the new CBTS unit tests in tests/unittest/scripts/cbts/test_blocks.py, and the local Groovy harness checks for interval scheduling, stage filters, and launchTestJobs() behavior that the objectives mention. Add a short Description section that states the issue and the solution in a few lines. Include the summary of the post-merge schedule and the skip rule for /bot run --post-merge in that section. Tick or address the PR checklist items that apply, such as documentation updates, which the ci-overview and perf README docs cover.

A pre-merge pipeline run with `/bot run --post-merge` still adds the
post-merge stages, but no longer the post-merge perf-sanity ones (stage
names containing both PerfSanity and Post-Merge). Only the official
post-merge pipeline runs those, on the builds that
POST_MERGE_STAGE_BUILD_INTERVALS schedules. The pre-merge perf-sanity
stage runs as in a plain /bot run, and a stage named with --stage-list
or --extra-stage still runs.
L0_MergeRequest.groovy sets the new skip_post_merge_perf_sanity test
filter only for a job that is not the post-merge job and requested
--post-merge, so every other pipeline keeps its stages.

Add executable coverage for the scheduling contract if CI protection is intended.
The PR changes executable stage-selection logic but adds no test code or test-list entry. The reported local harness covers the behavior. Add focused cases for even and odd builds, explicit selector overrides, and unaffected stages, then register the test in the appropriate tests/integration/test_lists/test-db/ list if CI protection is required.
Coverage summary: no test files or test cases changed; local coverage is reported, but CI coverage is absent. Coverage needs follow-up if this contract must be protected in CI.

Run the post-merge perf-sanity cases at three frequencies:
- Qwen3-235B FP4 and GLM-5 FP4 (every mode, every GPU): once every 8
builds;
- DeepSeek-V4-Pro FP4 disaggregated e2e: once every 4 builds;
- every other perf-sanity case: once every 2 builds.
The frequency is set per stage, so the cases of a test list must share
one frequency. Move the GLM-5 FP4 cases out of the shared B200 8-GPU,
GB300 single-node and GB300 gen_only_no_context lists into "_glm5"
lists, and the DeepSeek-V4-Pro e2e cases out of their topologies'
disagg lists into "_e2e" lists, each with its own stage (-GLM5-, -E2E-).
POST_MERGE_STAGE_BUILD_INTERVALS now takes N or [N, offset]; split k of
a stage runs when BUILD_NUMBER % N == (offset + k - 1) % N. The offsets
spread the stages over the builds of each cycle and put every
DeepSeek-V4-Pro e2e stage on builds that also run its config's gen_only
stage.

Merge the 29 perf-sanity test-db files into 8: one file per GPU type and
single/multi-node class, holding one top-level key (test list) per list a
stage names. Every list keeps its name and its tests, so no stage changes.
trt-test-db already reads every top-level key of every file as a context.
Make the repo tools that looked a list up by file name do the same:
- CBTS indexes every context of a file, and writes each narrowed list to
<context>.yml, the name renderTestDB looks for in the override dir.
- test_to_stage_mapping.py keys tests by context instead of file name.
Point the multi-GPU trigger list at the merged files.
