[API] Keep execution commands in CLI

Summary

• Put run, dry-run, installation, report, and signal-handling adapters beside their CLI commands.
• Keep benchmark orchestration and report generation in cloudai.handlers. Preserve CLI behavior and deprecated public imports.

Test Plan

• Automated CI.
• Manual local CLI reward-function listing and legacy-handler warning check after the combined CLI changes.

Additional Notes

Based on #1063. These functions previously lived in cloudai.handlers; this PR moves only execution-related adapters. The next PR, #1060, adds the Path-based programmable API.
