Add a synthetic performance alteration test

The goal is to evaluate the performance comparison script.

• Start from an existing benchmark result(s).
• Alter timing by 1%, 2%, or 5% slowdown or improvement.
• Verify that the comparison script detects the expected FAST or SLOW outcomes.

• Introducing alterations based on a distribution.
