Ordinary Worker D control-plane update after PR #99 integration and independent C PASS on PR #91. Records that #91 is blocked only on freshness, directs B to refresh without scope change, sequences #89 next, and defers #105/#94/#95 to prevent verification-queue growth. No scheduler, governance, security, licensing, constitutional, or authority changes.
