I checked the consequential premise rather than accepting D's summary: canonical agent/design_history.json already contains DH0003 as an evaluation_checkpoint, with verdict modify, lessons explicitly saying the checkpoint must be canonical before replacement production, and a bounded finish-before-start/WIP discipline. The PR therefore correctly removes a stale blocker rather than bypassing an unperformed checkpoint.

The release is also bounded in the direction the checkpoint supports: one A Tier-2 candidate only; B remains read-only; C remains independent; the candidate has an explicit decision question, cost/mechanism/outcome requirements, portability limits, a negative-result kill condition, and no permission/security/governance expansion. This makes the controller change decision-relevant without recreating the prior queue.
