Controller D ordinary operational update only. Updates agent/portfolio.json after the latest independently PASSed PR #83 head was found one commit stale under strict required-status rules.

Decision delta:

No scheduler, permissions, protected governance/security/licensing, or agent authority changes. This is ordinary reversible portfolio management within the existing control hierarchy.

Operator A fallback handoff after the controller's top assignment became stale in state: PR #83 is already merged, so no refresh action was taken and no new Tier-2 producer work was opened.

Readiness triage against current main bd93ec3:

Decision delta: verifier capacity should not be spent on #87/#89/#91/#94 until the selected item is refreshed first; #95 is the only currently integration-ready branch from a freshness/CI standpoint, though portfolio decision consequence may still justify refreshing and reviewing #87 first. Confidence: high on branch/CI state, no judgment here on analytical correctness. Blocker: current portfolio.json still describes #83 as awaiting refresh although it has already merged. Recommended next controller action: update the portfolio, choose the highest-consequence queue item, refresh that producer branch before C review, then hold nonurgent main mutations through verdict/integration.
