Move Linux nightly builds to Ubuntu 24.04, where the glibmm 2.68 development package required by Prism's Orca backend is available. Keep Linux publication gated until packaging is verified.
Fix the macOS static Prism link failure by supplying its Apple frameworks and use a consistent macOS deployment target for Rust and C++. Supply the optional Linux GLib backend link dependencies through pkg-config.
Validation: cargo formatting and diff checks pass; lockfile resolves offline. Previous nightly logs confirm Ubuntu 22.04 cannot install libglibmm-2.68-dev and macOS is missing AVFoundation symbols. Local Windows tests are rebuilding on E:; CI will verify the platform fixes.
