fix(guest): pass --needed to pacman

Closes #103.

devtools and build-deps both install base-devel on Arch. Without
--needed, pacman -S downloads and reinstalls the whole group for a VM that
selects both.

The golden prelude moves with it, and a test asserts the flag in both the
install verb and the scaffold string.
