Sets the Nix package version to 0.3.0 and adds the changelog entry. The JSON
contract version stays 3. The CLI version still comes from the tag.

The entry covers what merged after v0.2.0: the three CPU-qualified cloud
guests (#89), the common developer recipes (#80), read-only capability
discovery (#78), machine-readable MCP errors (#76), the cloud-init readiness
wait (#86), the native VM guard (#88), portable file locks (#79), the corrected
guides (#75), and the two seed defects the live gates found (#91, #92).

It also records three limitations: cloud recipes still fail on AlmaLinux and
Rocky (#93), the developer recipes do not cover the three new guests (#85), and
the fork specification in docs/specs has no implementation.
