Fixes the packaged Desktop startup panic caused by a missing Tauri updater plugin configuration. The base configuration now supplies the required inert static key and passive Windows install mode; update checks continue to construct an updater with compiled Release/Recovery trust. The previous main artifact build proved the packaged Codex smoke passes and reproduced this startup failure.
