Speed up CI Tilt startup

1. Capture logs during startup, upload as artifacts (intended to stay that way for accessible profiling in the future)
2. Exclude nexus and UI from CI (-1m40s for an average job)
3. Allow parallel provisioning for DBs (-6s for an average job, -11s for Postgres jobs that now compile extensions in parallel with other activity, twice for PG->PG)
   a. This also helps the local dev env to not wait on random things

Analysis: A deterministic Go compile error — too many arguments in call to newTestConnector at three call sites in connectors/mysql/schema_mapping_integration_test.go — broke the "Select tests" step identically across all six MySQL/MariaDB matrix jobs before any test ran.
