Persists v0.3.1 relay power health in signed heartbeats and fails Paytm closed when a v0.3.1+ device is battery-optimized, background-restricted, or missing its foreground runtime. Power Saver itself remains allowed when the relay is exempt and foreground. Includes operator visibility, migration regression tests, and copied-production up/down/up validation.
