Adds ROADMAP.md, the repo's user-facing list of planned enhancements, and links it from the README. Bugs and unmet needs stay in issues.
No open issue here is planned enhancement work, so nothing moves and the file says that plainly.
Also in this PR, a cleanup of text that pointed at unpublished documents or named one person: The rebuild plan loses an absolute home-directory path.
