bledev: where cpble is packaged for CircuitPython

From PR #90. CircuitPython has no mip, so bledev/cpble.py ships for now inside the MicroPython bledev package as one unused file. Decide how CircuitPython users get bledev: circup bundle, a CircuitPython-specific package, or something else.

Brad's decision (2026-09-26): parked. bledev/cpble.py stays inside the bledev package for now; it costs MicroPython boards one small file. Decide the CircuitPython packaging when the CircuitPython install path gets its own package story. That's the trigger.
