In Emacs 31 there is no silent fallback to dynamic binding anymore, instead it warns about the missing cookie:
You can add one with ‘M-x elisp-enable-lexical-binding RET’.

Version in evil-easymotion.el says ;; Version: 20160228 not quite sure if that's correct. But is says so here in the repo as well.
For the time being I add (add-to-list 'warning-suppress-types '(files)) to my config so this doesn't bother me every time I start emacs.
