feat: freeze SOXL core-only 9-input research contract

• replace plugin-derived market-regime production with honest unavailable declarations bound to SOXL_P3_CORE_ONLY_9_INPUT_V1
• enforce exactly 9 adjusted-OHLCV inputs, no proxy/alias/VIX, PIT provenance, SOXX benchmark, 5% stop, and exactly-once risk assessment
• keep research artifacts fail-closed with position_control_allowed=false, promotion_eligible=false, live_ready=false, size_zero_required=true, and no_order=true
• pin UsEquityStrategies to merged consumer contract f799ad115660b17bc888cbe6e7461255ccee1735

Validation

• expected RED: producer/packager import contract missing; runner rejected new input schema
• focused: 66 passed
• runner: 30 passed
• full suite: 685 passed, 3 skipped
• Ruff, compileall, lock check, dependency-enabled sync, package build, scope and secret gates passed
