feat: close SOXL adjusted-last diagnostics

Summary

• bind UESP to accepted QPK 9618b4bd and UES 69716807 revisions with generated lock closure
• add an offline wrapper for the QPK strict ADJUSTED_LAST diagnostic and exclusive mode-0600 sanitized failure artifacts
• correct calendar provenance to the repo-local XNYS rule source without weakening PIT, SOXX same-session, OOS, or fairness gates

• tests-first UES revision RED: 26 failed, 6 passed
• focused: 81 passed
• full: 698 passed, 3 skipped
• dependency-enabled uv sync --locked --extra test and environment compatibility check
