chore: enable CodeRabbit approval workflow

CodeRabbit can review the fork's pull requests but cannot submit formal approvals because its request-changes workflow is disabled. Enable reviews.request_changes_workflow so completed reviews can request changes for actionable findings and approve clean pull requests.

Validation: the YAML parses, the existing review-status and manual-review settings are preserved, and git diff --check passes. This is a fork configuration prerequisite for the Gitea and SSH stacks; application code is unchanged.
