The stacked feature PRs have completed CodeRabbit review, but their configuration prevents formal approval votes. Enable the request-changes workflow so CodeRabbit can approve after findings are addressed and the latest changes are reviewed.

This prerequisite supplies the setting to PRs #24–#30 through their branch ancestry. CodeRabbit reads each feature branch's configuration.

Validation: parsed the YAML and checked the diff. The change adds one boolean setting.

Model and harness: GPT-6 in Codex.
