Can't test this much at the moment because GitHub Actions are down (see https://www.githubstatus.com/)
Using a helper action (
.github/actions/setup-python/action.yml), we can call the actual setup-python action with our own default values. I've used that to add one canonical default of Python 3.13. If we ever want to change that default, we can just edit that one file
