Adds a truncate prop to ItemMeta. With it, long trailing meta text, such as a slash command's parameters, truncates with an ellipsis instead of pushing the title.

Adds a CommandSuggestions story to Item, with a unit test and visual snapshot.

Issue(s)

Related: RocketChat/Rocket.Chat#42520, which uses it in the composer's slash-command popup.

Part of the Item migration, split into three independent PRs off main:

• feat(fuselage): Migrate Sidebar and Sidepanel to Item components #2295: Sidebar and Sidepanel
• feat(fuselage): Migrate Option, Options, Select and Menu to Item components #2310: Options, Select and Menu (merge first)
• this PR: ItemMeta truncate

If #2310 merges first, this PR needs a rebase and yarn jest -u. Only generated React ids in the Item snapshots change.
