✨ feat(gradle-plugin): add withSurfNats extension - #442

- add withSurfNats() to CommonSurfExtension and expose surfNatsEnabled as read-only provider
- add dev.slne.surf.nats:surf-nats-api:+ as compileOnly, and as testImplementation when testing is enabled
- register surf-nats-paper as required bootstrap and server dependency for paper plugins
- register surf-nats-velocity as velocity plugin dependency when withSurfNats() is called
- add -Xreturn-value-checker=check to the default kotlin compiler arguments
- add surf-api-standalone as testRuntimeOnly for core modules
- set LUCKPERMS_VERSION to the luckpermsplugin-bukkit catalog version used by withSurfApiBukkit()
- add junit setup and ProjectBuilder tests for the gradle plugin
- bump surf-api to 3.47.1 and surf-api-gradle-plugin to 2.3.0
