Ability to change log level via a config file without any restart

• Add a file watcher to check the log level
• As soon as the file is modified to have the new log level, that should be taken up and without any app restart, new level should start functioning

I would like to understand more about this:

• The log level can be set using the setLevel method.
• A file watcher could be made to watch a config file.
• If there is any change in level in the config file,
  - Would all active logger instances need to be updated?
  - Or do we change the default level to the level in the config file? In this case, all new instances of the logger would have the new level as their default level.
