Description

Repair srtctl installation failures and require recipe-selected AgentX PowerX on B200, GB200 and GB300. Reuse #3358's admission contract; retain strict measurement validation and raw audits.

Testing: 154 focused tests, 37 campaign recipe expansions, and real Hatch timeout regression passed; GPU qualification pending.

Blocker: Shared prerequisite for #3400/#3401/#3402; shared planner selects 538 performance + 404 eval cells, beyond this campaign. Qualification and upstream patch integration remain pending; no sweep dispatched.

Superseded by #3400, #3401, and #3402. Required fixes are now included in each model × SKU PR. Sweep and PowerX qualification continue there.
