Looks ready. Version, lockfile, and changelog all line up for 1.27.1, and each Unreleased fix is linked to its PR.

Context
Prepare a patch release containing the currency validation #596, locale cache #597, Dutch parser #599, and Ireland Eircode #601 by @rochlefebvre.
Approach
Bump the gem to 1.28.0, move the fixes into a dated changelog section, and link every entry to its own PR.
