Interactive SVG charts now expose a localized `role="application"` inside their existing named `role="region"` container. The previous region/list/listitem model provided roving tabindex navigation, but NVDA could remain in browse mode when focus entered SVG datapoints. Browse mode consumed arrow keys before the chart's keyboard navigator could receive them, leaving the chart technically keyboard-enabled but unusable with the screen reader's default mode. The nested application boundary signals that chart data is a custom keyboard surface, allowing NVDA to enter focus mode and pass arrow, Home, and End events through to the existing navigator. The outer region continues to provide the chart's title and type, while datapoints retain localized list semantics and roving focus behavior. Table and key-figure views intentionally keep native document semantics. Keyboard instructions were omitted from the application description to avoid repetitive announcements on pages containing multiple charts.
SVG exports previously deep-cloned the live chart SVG, including its `role="application"`, roving tabindex values, and `data-jsc-*` navigation metadata. A downloaded SVG has no chart JavaScript, so those semantics could place screen-reader users in an application mode with no working keyboard navigation. Exported charts now use static `role="img"` semantics with the chart's accessible name. The embedded visual SVG clone is hidden from the accessibility tree and has interactive ARIA, focus, and navigation metadata removed. The zero-size export fallback now returns the same sanitized static clone rather than returning the live interactive SVG.

Standardize graphical chart navigation around a dataset-series grid: arrow keys traverse points and series consistently, Home/End stay within a series, and Left/Right cross series boundaries. Preserve category-aware focus across series, initial/re-entry focus behavior, and add coverage for null gaps and keyboard entry order.
Add roving tab stops and arrow-key navigation for legend controls, preserve chart-point focus across redraws, and localize series-control labels for screen reader users.
Retain original point indices while filtering chart data to keep point collection linear in bar, grouped bar, line, and pyramid charts. Restore the focused legend item when ChartScaffold replaces the legend during updates and resize-driven renders.

Update the layout measurement logic to include rendered text dimensions when calculating chart zones. This improves sizing accuracy for labels and other text-driven layout elements. Add focused tests for text measurement and zone measurement behavior to prevent regressions in chart layout calculations.
