ENH: add support for semantic segmentation error analysis

Problem Description

I would like to have help from Valor for analyzing semantic segmentation errors.

Feature Description

Features that would support this would be:

• Datum-level performance metrics (F1, Precision, Recall, IoU, TP count, FP count, FN count)
• Datum image masks for TP, FP, and FN pixels
