[BUGFIX] Repoint the dead link to the security guidelines - #216

The link pointed into the old Security Guide under /typo3cms/SecurityGuide/, which has returned 404 since that manual was merged into TYPO3 Explained. The section survived the merge with a matching anchor, so the link now uses the permalink t3coreapi:security-global-typo3-options-ipmasklist, verified to return 200.
