[BUGFIX] Repoint the dead .htaccess example link - #217

The link pointed at Configuration/Server/_.htaccess in the bootstrap_package repository. That path is gone, and the file left behind at Configuration/.htaccess is not a replacement — it only denies access to the configuration directory. Rather than hunting for another third-party copy, the link now goes to the TYPO3 documentation of the root .htaccess itself, via the permalink t3coreapi:htaccess.
