Include the Oxlint instructions in blank scaffolds.

When projectPreset is blank, this section does not render because it sits inside the nonblank README branch. The generated package still has a lint script, but the README does not document it. The Solid template has the same gap at Line 146. Add the Linting section to both blank branches, or place it outside the blank/nonblank conditional. (raw.githubusercontent.com)

Review comment at
@packages/create/src/frameworks/react/project/base/README.md.ejs at line 54:
Update the React and Solid README templates so the Linting section, including
the addOnEnabled.oxlint instructions, is rendered for blank scaffolds as well as
nonblank scaffolds. Place the section outside the blank/nonblank conditional or
add it to both blank branches, avoiding duplicate output for nonblank projects.
