fix(create): generate Start route trees with vite build - #526
A new Start app on Vite gets "generate-routes": "tsr generate", and create runs that script once after install. tsr generate does not know about Start. The routeTree.gen.ts it writes has no declare module '@tanstack/react-start' { interface Register } block. The first vite dev or vite build adds the block, so the tracked file changes on the first run. Every later generate-routes removes the block again. In #8437, a maintainer said the router CLI does not support Start.
The missing block can also fail type checking. If src/start.ts has request middleware that adds context, getGlobalStartContext() returns never until Vite runs again:
src/nonce.ts(3,53): error TS2339: Property 'nonce' does not exist on type 'never'.
Changes
In the React and Solid packages.json, the Vite generate-routes script is now vite build. Rsbuild apps already use rsbuild build for this script. The Start plugin writes the route tree with the block during the build.
The React and Solid packages.json move tsr generate and @tanstack/router-cli from bundlerFileRouter to a new bundlerRouterOnlyFileRouter key. createPackageJSON and its edge copy apply that key only to router-only apps. Start apps no longer get @tanstack/router-cli, because no script calls it.
bundlerFileRouter still applies to every file-router app, so a custom framework that sets it gets the same package.json as before.
The trade-off is time. On my machine, vite build takes about 2 seconds in the default app.
Testing
pnpm build, pnpm test:unit, and the blocking e2e tests pass. bundlers.test.ts now expects vite build for Start apps on Vite, and checks which apps get @tanstack/router-cli. framework-template.test.ts no longer reads those packages.json keys, because bundlers.test.ts checks the generated package.json instead. package-json.test.ts checks that a custom framework's bundlerFileRouter still reaches Start and router-only apps.
I created a React Start app and a Solid Start app with the local build. In both, routeTree.gen.ts has the Register block right after create. After pnpm build and pnpm generate-routes, git status is clean and tsc passes.
A --router-only React app still gets tsr generate and @tanstack/router-cli, and tsc passes.

New Features
New Vite-based projects generate their route tree during vite build, ensuring the Start Register block is included. Router-only projects continue to use dedicated route generation.
Standard file-router projects no longer include the router CLI as a development dependency; router-only projects retain it and use the dedicated route-generation script.
Generated file-router projects include the bundler-specific package required for router-only setups.

Walkthrough
Non-router-only Vite projects now use vite build for generate-routes and omit @tanstack/router-cli. Router-only Vite projects use tsr generate and include the router CLI dependency. Package generation and tests cover these distinctions for React, Solid, and custom frameworks.

Summary
Vite generation scripts packages/create/src/frameworks/react/project/packages.json, packages/create/src/frameworks/solid/project/packages.json
The default Vite generate-routes script now runs vite build. The router-only Vite configuration runs tsr generate.
Package generation adds the router-only package when mode is file-router and routerOnly is true. Tests cover custom package configuration, generated scripts, dependencies, and framework options. The changeset describes the Vite script change.
TanStack/cli#505: Introduces the bundler configuration model that this change renames and extends for router-only package generation.

- Line 182: Restrict the `generate-routes` rewrite in the `packageJSON.scripts`
condition to Start apps configured for Vite, so custom frameworks and non-Vite
bundlers retain their existing command; apply the same guard in the
corresponding `edge-package-json.ts` rewrite.
- Line 186: In both package generators, update the removal of
`@tanstack/router-cli` after `packageJSON.scripts` is finalized: retain the
dependency if any remaining script invokes `tsr`, and delete it only when none
do.
