RM-339: Fix the role-based access link in the whitelabel intents guide

Description

In the Server Members intent answer, "Ticket panels and role-based access" linked to /setup/ticket-panels, which has no access control content. It now links to /dashboard/ticket-panels#access-control, the section on role-based Allow/Deny rules.
