Implement strict taxonomy linter and fix database TOML files

Implemented a strict, build-time TaxonomyLinter in Rust to validate the Soroban error taxonomy TOML database files.

• Strict Schema Validation: Added #[serde(deny_unknown_fields)] to enforce strict deserialization.
• Custom Validations: Added checks for duplicate error codes within categories, and enforced a minimum description/summary length threshold of 15 characters to prevent placeholder descriptions.
• Syntax Correction: Fixed an array-of-tables ordering issue in all taxonomy TOML database files where keys defined after a sub-table were silently ignored by Serde.
• Database Bugfixes: Corrected invalid error reference mappings in budget.toml and storage.toml that were caught by the new linter.
• Feature Gating: Added feature guards to decoder-related modules and tests to allow isolated compilation/testing of the taxonomy components.
