Reconciles the live repository count ontology with the current governed registry and public organization perimeter.

Exact changes:

• public_repository_count: 36 -> 37 in governance/ADMISSIONS.json;
• declare Verifrax/VERIFRAX-CONTROL-VERIFY as public non-governed external replay/control support;
• declare Verifrax/VERIFRAX-PY as public non-governed SDK/CLI implementation.

Preserved:

• governed_repository_count remains 35;
• Verifrax/SPEEDKIT remains governed and classed as governance_topology;
• sovereign chamber count remains 9;
• host count remains 12;
• GitHub/npm package count remains 18;
• canonical core package order remains 16;
• PyPI SDK boundary remains 1;
• private internal package boundary remains 1;
• ADMISSIONS entries are unchanged;
• GOVERNED_REPOS.txt and REPO_CLASSES.json are unchanged.

Derived invariant:
35 governed repositories + 2 explicitly non-governed public repositories = 37 live public repositories.
