Establish independent organization governance ownership

This change establishes independent CODEOWNERS authority for the Verifrax organization governance repository.

The candidate adds exactly one file:

.github/CODEOWNERS

with @verifrax-systems as the canonical independent owner.

No branch-protection setting is changed. Existing governance controls remain unchanged, including code-owner review enforcement, stale-review dismissal, last-push approval, approving-review count, admin enforcement, required signatures, status-check configuration, force-push prohibition, deletion prohibition, the existing ruleset, and the repository's intentional linear-history variance.

The pull request must receive independent exact-head review before governed acceptance.
