Depends on U0. Define provider-neutral schemas, signed registration bundles, capabilities/project grants, durable replay, lifecycle/attention states, WSS grant handling, errors, limits, compatibility, and the threat model.
Requirements: R1, R3-R7, R9-R13, R15. Exit: schemas and one minimal fixture harness complete the full exchange.
