feat: Add ADS-C contracts and reports - #60

Add ADS-C over Hoppie ACARS. The server requests a periodic contract on CPDLC logon and cancels it when the CPDLC connection ends. Each ATSU has a default reporting interval. The plugin receives the contracts, the ATSU settings, and the latest ADS-C report for each aircraft. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
