在使用某些jdk（graalvm）时，在配置文件的标题配置项中使用中文字符会导致在浏览器上显示的标题乱码

Steps to reproduce

1. 使用某些特定的jdk（eg. GraalVM）
2. 使用包含中文字符的标题
3. 浏览器显示标题乱码
