…twork) cargo package --workspace --locked tried to update the crates.io index and failed on the Spark judge (index.crates.io does not resolve there), so every head that selected INTERPLANE-PACKAGE failed it (bundles 1d62139, bb6e857). --offline packages from the local registry cache, as every other gate does. Checked on the Spark: tests/gates/run.sh package exits 0 in 16 s.
…ge's is read-only) With --offline the operator run of bd09ebc failed verifying interplane-crossaxis: cargo unpacks the just-packaged interplane-core from its temporary registry into $CARGO_HOME/registry/src, and on the judge's read-only home it fails with 'no hash listed for interplane-core v0.3.0' (reproduced with CARGO_HOME=/var/lib/aien-run/cargo). Package with a scratch home in the step's temp dir: index copied, .crate cache and unpacked sources linked read-only, registry/src writable. Passes with the judge's home and with a normal one.
…overs libsqlite3-sys copies its bundled bindings from the read-only registry, so OUT_DIR/bindgen.rs stays mode 0444 in the judge's shared target dir and the next run of its build script fails with 'Could not copy bindings to output directory: Permission denied' (operator run of 657081c). Make such leftovers writable before building. Red/green on the Spark with the judge's CARGO_HOME: forced rerun fails without this, passes with it.

Makes the INTERPLANE-PACKAGE and INTERPLANE-ADAPTER-AIEN gates pass on the Spark judge. All three causes are in the judge environment, none in the PRs that hit them (#111 at bb6e857, #114 at 1d62139):

tests/gates/, so it is a pipeline configuration change (rule A4): the desk runs the operator judge on the exact head and merges on PASS.
