Replaces the old Spark-as-merge-judge workflow (Drake 2026-10-24: nothing on GitHub gates a merge).
AIEN Checksruns advisory crumb verify and, for enrolled repos, the portable smoke set named at origin/main on pull requests and pushes to main; no bundle fetch, NOT_RUN, or BLOCKED_OPERATOR logic remains.AIEN Alpharuns on pushedalpha/*tags: requires the tagged commit to be on main, fetches its signed Spark bundle from aien-receipts, and runsaien-test verify-bundle --require-full(aien-test pin a51042b61b87355c0850ef82ba409a46e153a1ff) against the origin/main trust anchors.
