Outcome

Record the seventh bounded observation of the consented v0.9 parity case without publishing private inputs or model output.

Evidence

• candidate confirmed one accept, two rejects, and nine nuanced decisions for the twelve materially different findings
• the exact adjudication and one bounded transition-restoration effect were staged before provider execution
• migration 26 allowed both independent artifact lineages to retain version 1 and foreign_key_check remained clean
• revision attempt 1 used the generic CLI API-key default and failed authentication
• authenticated user-session attempts 2 and 3 retained the 120-second request default and timed out
• the run exhausted its three attempts after 585 cumulative active seconds, inside the 20-minute case cap
• this was an operator timeout-configuration error, not a credit or quota failure
• no revised artifact, new critique, approval, export, or submission exists

Next gate

Issue #291 owns one fresh same-scope observation using the existing explicit 1,200,000 ms user-session request timeout. The parity gate remains indeterminate and #250 remains blocked.
