Closing because the consumer Renovate policy from ankhorage/renovate#7 is now first-party-only. Direct third-party runtime/toolchain updates in consumer repositories are no longer owned by these PRs; Bun is propagated from the Devtools owner flow, while other third-party upgrades require their appropriate owner/manual review.
