Rationale for this change
Starting candidate preparation on Friday leaves little time to open a 72-hour vote and finish publication by Monday. Move preparation to Thursday to allow time for candidate review, voting and publication follow-up.
What changes are included in this PR?
Schedule weekly preparation for Thursday at 00:00 UTC and select the latest recorded main push at or before that Thursday cutoff. Update the release runbook and agent guidance to match.
The workflow's extracted cutoff calculation was checked at Thursday midnight, after a scheduling delay, on Friday and Monday, and across a month boundary. All five cases retained the intended Thursday cutoff.
Are there any user-facing changes?
Weekly source candidates start a day earlier. The vote still opens explicitly and lasts at least 72 hours from its actual start; Monday publication remains a target rather than a deadline that overrides voting requirements.
