### What changes were proposed in this pull request? * Install the full classic standard package on nogil docker * Use `pyproject.toml` for the dependency list ### Why are the changes needed? * We used to install a small subset of CI packages on nogil docker because a lot of the packages do not support nogil. I tested locally and found that `ci_classic_standard` already fully supports nogil. `grpcio` is still not working so we have to skip connect - which is commented. * This is part of the effort to move all of our dependencies to `pyproject.toml`. ### Does this PR introduce _any_ user-facing change? No. ### How was this patch tested? Locally confirmed that `ci_classic_standard` is installable with 3.14t. ### Was this patch authored or co-authored using generative AI tooling?
