Toolchain and targetSdk bump so the app can target API 35 (Play requires it for
new apps). Build/config only.
What changes:

proot loader (mmap/execute), which AOSP allows on certified devices.
Verification:
stays Google-free (0 Firebase / 0 GMS classes in the dex).
denials, on a Samsung A16 (stock Android 16) and a OnePlus 7T (Android 15).
Scope / coordination:
(NEARBY_WIFI_DEVICES for the hotspot, edge-to-edge insets, FGS audit) are
tracked in K2GO-439, not here.
until 439 is ready.
